The DOE has
just announced that 56 new school districts have received approval to become part of the
Interdistrict Public School Choice program for the school year 2011-2012. This expands the list of participating districts from 15 to 71.
Here's the list.

If I understand this correctly, a concerned parent may take their student out of a school that is not doing well and send them to a school that is doing well.
Now the school that was not doing well loses the following: concerned parent, prized child, and the funding attached to the student.
Schools that were just a bit under-performing may quickly become failed schools. What will the cure be? Of course...convert them to a charter or a voucher.
